This report describes a method of procedure for the measurement of impedance to traffic flow. It is based on the lack of freedom of movement by the vehicle and impedance is measured by the time and effort required by a drive to accomplish his travel. An equation for the 'Quality of Traffic Flow' is developed with the parameters of time, change of velocity, change in direction and distance traveled as first order terms. On the basis of this equation, a portable instrument was developed to record these parameters when mounted in a vehicle. (BPR abstract)
