The results of studies conducted on school bus driver experiences and school bus passing violations to assess the potential effectiveness of various aspects of this regulation are described. A revised model school bus regulation, incorporating the results of the tests conducted, along with concepts for public information and education to support statutory enactment and compliance with the model are presented. While the revised Model Regulation for School Bus Pedestrians is the principal product of this study many of its provisions may be implemented without the need for a regulatory format.
