The Proceedings of the Maritime Cargo Symposium contain the papers presented during the sessions as well as the introductory address by Nicholas Johnson, Maritime Administrator, which set the theme for the Symposium. The Symposium was a working-type conference of leaders associated with maritime cargo. The objectives were to develop insights regarding the following questions: Is there a maritime cargo problem. What is its nature if it exists. Are there any practicable current solutions to the problem. What are the benefits to be derived from these solutions and who are the recipients of these benefits.
