A key objective of the study summarized in this document is to investigate the feasibility of retrofitting existing and/or planned computerized traffic signal control systems with the capability to automatically compute optimal traffic signal timing plans for review and analysis by traffic engineering staff. The term 1.5 Generation has been applied to systems having this capability. The objective of such 1.5 Generation systems is to provide traffic engineering staffs with a laborsaving tool to be used to maintain optimal traffic signal timing.
