The objectives are based on data collected in a literature study of accidents, behavior, knowledge, attitudes, and cognitive abilities of target groups, and formal description of required cycling behavior and the discrepancies between required and observed behavior. Primary objectives cover traffic education, and secondary objectives cover basic skills, knowledge, cognitive processes, and attitudes.
