The report evaluates the transportation programming process including activities that are required to finance, select, and schedule projects according to the planning functions identified by federal, state, and local agencies. Suggestions and recommendations are made for improving programming techniques. Multimodel planning and programming is discussed as a means of being responsive to new requirements resulting from a broader, more comprehensive approach to transportation planning. This report contains ideas that may be considered for adoption by federal, state, and local programming and planning officials, transportation administrators, and regional transportation development agencies.
