The objectives of the study were to review the existing structures of public and private transportation decisionmaking (emphasizing factors that affect innovation), to identify apparent or likely barriers and incentives to innovation in transportation, and to recommend actions or more detailed analyses and evaluation that might be undertaken by the Department of Transportation and other responsible organizations. In order to obtain an understanding of the process of innovation the committee designed the study to include meetings and a three-day workshop to explore all aspects of the barriers and to view possible solutions to such barriers to innovation in transportation.
