This report represents the accomplishments and evaluation of the Dwight David Eisenhower Transportation Fellowhsip Program (DDETFP) as initiated by the Intermodal Surface Transportation Efficiency Act (ISTEA), 1991-1997. The passage of ISTEA in December 1991 provided an unprecedented opportunity for the education of current and future transportation professionals by establishing the DDETPFP. ISTEA of Public Law 102-240, Section 6001 stated that 'the Secretary shall establish and implement a transportation research fellowship program for the purpose of attracting qualified students to the field of transportation engineering and research. Such program shall be known as the 'Dwight David Eisenhower Transportation Fellowship Program'. Of the funds made available pursuant to paragraph (3) for each fiscal year beginning after September 30, 1991, the Secretary shall expend not less than $2,000,000 per fiscal year to carry out such program'. The program is administered, on behalf of the Secretary, by the National Highway Institute, Federal Highway Administration, U.S. Department of Transportation which received authorization in the summer of 1992. The objectives of the DDE Program, which is intermodal in its scope, encompassing all modes of transportation are to: attract the Nation's brightest minds to the field of transportation; enhance the careers of transportation professionals; and retain top talent in the transportation community of the United States.
