A century ago, any suggestion that the people of New Bern should tax themselves in order to provide outdoor recreation areas would have been considered ridiculous. The rural atmosphere prevailing at that time when rivers and streams were unpolluted, yard areas were spacious, and the city was surrounded by open space and forest, did not require the provision of space for recreational purposes. The goal was to wrest land from the wilderness and convert it to urban use.
