With the draft ended, the military must recruit and retain personnel in competition with the civilian sector. This report presents the perceptions of 303 new Navy recruits, 365 Navy basic trainees, and 599 Navy enlisted men with two years of service regarding leadership climate and leadership power practices in the Navy compared to those typical of civilian employment.
