The study provides an overview of the traffic signal parameters that must be controlled for efficient traffic flow. It then reviews system alternatives that are available to the engineers and provides a definition of time-based coordination. The paper is concluded with a review of the seven projects from the Comprehensive TSM Assistance Program that utilize time-based coordination of traffic signals as an improvement strategy. The intent of this study is to determine the conditions that are most suitable for time-based coordination of signal control strategies and to provide the reader with the benefit of the experiences of several jurisdictions who have pioneered the use of time-based coordination. Cost data are reported for each of the projects. These cost data are extrapolated to general conditions to give the reader a basis for estimating the cost of using time-based coordination.
