A design and development plan, a test plan, and a cost evaluation are presented for a field emission electric propulsion unit of a television broadcasting satellite. The design and development plan reflects the progressive knowledge obtained through the thruster models designed up to the engineering model thruster. Risks are reduced as a result of step-by-step development and the proposal of alternate solutions as a backup. The test plan gives the requirements for each test facility and a preliminary schematic diagram of the electric circuitry. The test philosophy is explained for each thruster. The cost evaluation covers the design, drawing, manufacturing, and test of each thruster up to the engineering model level.
