In order to comply with the Transportation Equity Act of the 21st Century (TEA-21) legislation, the Federal Railroad Administration (FRA) conducted a seven-state competition to select a project for the purpose of demonstrating the use of Maglev technology as a next generation of high-speed ground transportation to the American public. Volume II contains the agency and public comments and FRA's specific responses to those comments.
