The Commercial Space Act of 1998 granted to the FAA authority to license re-entry by launch vehicles. The Act requires the FAA to issue a Notice of Proposed Rulemaking (NPRM) addressing regulations for re-entry licensing by May 1999. In addition to the NPRM direction from the FAA, the FAA Associate Administrator for Commercial Space Transportation (AST) requested that the Commercial Space Transportation Advisory Commitee (COMSTAC) provide support in two other areas.
