This report documents results of a project to assess the impact of a second priority bus signal preemption system (Opticom Priority Control System) in Bremerton, Washington, on (1) bus travel time, and (2) delay to automobiles at cross street intersections. Bus signal preemption systems provide preferential treatment to buses by allowing them to change traffic lights from red to green, thus decreasing their waiting time at traffic signals. The system in Bremerton is called a second priority system because it automatically grants first priority to emergency vehicles.
