The report describes some of the major issues relating to traffic management system components that should be addressed during preliminary and final freeway design or redesign/reconstruction. Items discussed include the location and design of the data communications trunk line, closed-circuit television camera placement, changeable message signs and lane control signal considerations, and freeway design features affecting ramp metering and incident response. Guidelines are presented to assist transportation agencies in coordinating the design of physical freeway elements with the design of various components of a freeway traffic management system.
