The report suggests that buspools be given serious consideration in formulating public transportation policy relating to commuter travel. The purpose of the report is to aid that consideration by first, describing the planning, implementation, expansion, refinement and problem areas of two previously undocumented community initiated and operated buspools based in Columbia, Maryland, servicing Washington, D.C. and Baltimore, Maryland, and then, by identifying ways that public policy can encourage creation of buspools. Buspools in Columbia; Reston, Virginia; Flint, Michigan; and Peoria and Decatur, Illinois, are compared.
