The conference papers in this special report fall into four groups. Papers in Parts 1 and 2 of this document provide an overview of LRT and policy and planning considerations. These papers address issues such as institutional arrangements, community and citizen participation, feasibility factors, development constraints, and energy. Papers in Part 3 cover engineering design of LRT fixed facilities and railcar technology. Part 4 contains papers on operating issues, including such matters as surface operations, self-service fares, interface with bus transportation and general traffic considerations. This special report 195 is an up-to-date review of LRT planning, design, and implementation and demonstrates the progress made since Philadelphia in 1975.
