Purposeful assessment is a key part of the Swedish EBAO concept. In order to provide commanders with feed-back on their actions in a mission area, and to support their capability for learning about the environment, a focused assessment activity is required. Whereas the more traditional measure of progress against the plan will generally focus upon the fast dynamics in the environment, purposeful assessment must also include assessment of the slow processes in the community. In addition, purposeful assessment must not focus simply on those effects that have been considered within planning but must consider all effects that may have an impact upon the success of the intervention.
