The purpose of the circular is to provide guidance to field commanders and the maritime industry on the access, safeguarding, and disclosure of information, designated as Sensitive Security Information (SSI), as defined in 49 CFR Part 1520 (as amended). SSI is the information that the Transportation Security Administration (TSA) has determined must be protected from improper disclosure in order to ensure transportation security. TSA has amended its SSI regulations to cover the security measures required by the Maritime Transportation Security Act (MTSA) of 2002 and exempts information related to maritime security from public disclosure under the Freedom of Information Act (FOIA).
