The report describes the engineering studies performed and the devlopment of a conceptional design for a Container Discharge Facility having as its primary mission the discharge of nonself-sustaining containerships to lighterage for Logistics-Over-The-Shore (LOTS) type operations worldwide. Its secondary mission is the discharge of breakbulk and outsized cargo from general cargo and special purpose ships, including Roll On/Roll Off (RO/RO) ships, while a terciary mission is to handle and transport instant port support equipment to an operating site. The scope of the report was restricted to the phase of offloading the cargo, primarily containers, from ships offshore onto lighterage including displacemnt hulls, rigid sidewall air lubricated barges, amphibians, air cushion vehicles and helicopters.
