In 1988 Congress directed the consolidation of Unmanned Aerial Vehicle (UAV) programs within the military Services into a joint program managed by the Office of the Secretary of Defense (OSD) and the submission of a UAV Master Plan. The first UAV Master Plan was submitted to Congress on 27 June 1988. Subsequent updates were submitted in 1989 and 1990. This Plan is the third update and provides the 1991 status of nonlethal UAV programs and an overview of requirements, program plans, management, and acquisition strategies. Lethal UAV programs are reviewed in the DoD Standoff Weapons Master Plan. The UAV Master Schedule, Appendix A, will be updated and disseminated to coincide with the periodic reviews of the UAV program by the UAV Executive Committee (EXCOM).
