All primary and secondary routes in St. Lucie County are evaluated as to surface condition, mileage, traffic volumes and service capacities, as well as the role of thoroughfares as the framework for development, in the light of professional criteria and design standards. Road and traffic problems are identified. The proposed plan, presented verbally and graphically, provides a complete circumferential system around the urban center of Fort Pierce, removes bottlenecks to tourist traffic on primary routes, improves scenic route circulation, provides direct connections to vital points such as the port, airport, and rail terminals, and improves the functioning of both the regional network and local radial routes. Criteria for the timing of construction are presented. (Author)
