This report describes a preliminary or scoping assessment of the vulnerability of commercial, light water reactor (LWR) plants to the effects of nearby, but offsite, accidents involving hazardous materials. The hazardous environments resulting from these accidents could degrade or threaten the safe operation or safe shutdown capability of the plant. This assessment is the initial part of a program to develop a comprehensive methodology for evaluating the effects of such accidents. Transportation accidents (road, rail, pipeline, etc.) and accidents at fixed storage facilities are considered, with the principal emphasis on transportation accidents. The current regulations covering the safety analysis for hazardous materials accidents are reviewed.
