Road traffic must also conserve energy, and it must do so within economically sensible limits. In the first section of this document, alongside the inclusion of energy consumption in road traffic into the general area of energy problems, ideas for energy conservation are suggested, taking into consideration road safety and pollution control. An important factor in making savings possible is the improvement of the road network and traffic control. In the second section of this document such opportunities for savings are presented in detail and connected with a cost benefit analysis. Reference is made to road safety and pollution control. The first attempts at a formulation of energy-political objectives with respect to highway infrastructure were made in the Federal Highway Plan (Bundesverkehrswegeplan) 1980. Included in this is the requirement for an 'elimination of fuel-consuming network bottle-necks of a structural or traffic-related nature', without, however, any more detailed description.
