Our April 1996 report was the latest in a series of studies over the past decade in which we have examined competition in the deregulated airline industry. Concerned about our finding earlier this year that some communities have not shared in the economic benefits of deregulation, you asked us to update our work on barriers to entry. Specifically, you asked us to update our work on barriers to entry. Specifically, you asked us to determine if barriers still exist that prevent airlines--particularly those airlines that started after deregulation--from serving new markets and, if so, how these barriers have affected airfares and service.
