Functional performance is defined as the trend of the level of service provided to the pavement users through the initial life of the pavement and between major rehabilitations. The information presented in this report includes: (1) Identification of pavement functional condition indicators; (2) state of the art of measuring and evaluating the most significant functional indicators (roughness and skid resistance); and (3) preliminary concepts for incorporating functional consideration into pavement life-cycle analysis. The report covers pavements in general, with special consideration given to airfields.
