The throughput times of towboats, barges, and cargo at inland waterway ports are dependent upon the facilities, equipment, and labor provided by the individual terminals, and also upon the capacity and utilization of the fleeting service operated at the port. To investigate the relationships between service times and these determining factors, an analytical model of inland waterway port operations is developed. Port and terminal operations are divided into the following seven activities: tow travel; harbor tow travel; barge pickup and delivery; fleet dispatching; barge loading and unloading; dock access; and tow dispatching. These activities are modeled using techniques such as probability theory, queueing theory, and various simple deterministic models. A computer program is developed to implement the model design. Complete documentation of the program logic, input, and output are provided. The model is applied to a typical port, and the effects of changes in operating hours, material transfer rates, and number of harbor boats are investigated.
