The Military Manpower Training Report of the Secretary of Defense is submitted to the Congress in accordance with 10 U.S.C. 138(d)(2). The Secretary of Defense is required to submit to Congress a written report each fiscal year, recommending student loads for each category of individual training for each active and reserve component of the armed forces which includes justification for, and explanation of, the student loads recommended. The FY 1992 Military Manpower Training Report specifically supports the Department of Defense request for authorization of military student training loads for each component, active and reserve, of each Service for Fiscal Years 1992 and 1993.
