This report, written by Ernst & Young, was funded by the U.S. Trade and Development Agency on behalf of Novosibirsk Oblast. It contains the results of a financial feasibility study which was conducted based on a 1991 Master Plan for the Tolmachevo Airport. Included in the document are a general overview of private sector financing of infrastructure project and airports; a description of issues currently affecting Russian civil aviation; an overview of Tolmachevo today, the results of a survey of sixteen western airlines, cargo carriers, and express carriers; pro forma financial analysis of Tolmachevo, and a new development and financing plan for the airport.
