This report, written by Ernst & Young, was funded by the U.S. Trade and Development Agency on behalf of Novosibirsk Oblast. It contains the results of a financial feasibility study which was conducted based on a 1991 Master Plan for the Tolmachevo Airport. Included in the document are a general overview of private sector financing of infrastructure project and airports; a description of issues currently affecting Russian civil aviation; an overview of Tolmachevo today, the results of a survey of sixteen western airlines, cargo carriers, and express carriers; pro forma financial analysis of Tolmachevo, and a new development and financing plan for the airport. The study is divided into the following sections: (1) Executive Summary; (2) Introduction; (3) Private Sector Financing; (4) Civil Aviation in the C.I.S.; (5) Tolmachevo Today; (6) Air Industry Survey Results; (7) Estimate of Anticipated Financial Performance; (8) Proposed Development Plan; and (9) Summary and Conclusion.
