It is proposed to construct a rapid transit subway system of the new East 63rd Street Line, one part in the Borough of Manhattan and the other part in the Borough of Queens. Approximately 1.8 miles will be in structure in common with the Long Island Rail Road Extension. Permanent adverse environmental impacts include land acquisitions, business displacement and relocation, possible noise and visual intrusion during operations. Beneficial effects will be improvements in mass transportation, especially for the disadvantaged poor, the elderly, and the handicapped. Reduction in automobile traffic will reduce traffic congestion, and the air quality will improve in the area as a result of decreasing automobile traffic.
