A requirement exists for an armored, amphibious, combat engineer squad vehicle having essential capabilities of bulldozing, rough-grading, excavating, hauling, and winching. To provide an item that is both air transportable and capable of high work rates, a vehicle with ballastable characteristics was developed. Two concepts of a ballastable tractor were constructed and evaluated by the US Army Mobility Equipment Research and Development Center. In April 1963, a decision was made to further develop one particular version of the tractor; a contract was negotiated for redesign and fabrication of six tractors for engineering and service tests.
