Testimony focuses on (1) why NASA has to cut its infrastructure, (2) the progress and problems experienced by NASA in achieving reductions and efficiencies, and (3) what further efforts are needed. It is based principally on the recent report on the challenges NASA faces in achieving infrastructure reductions and efficiencies.
