The proportion of front seat car occupants wearing seat belts and the proportion of cars fitted with seat belts to the front seats were studied in London and the Thames Valley, over a six year period from 1964-1969. The proportion of all front seat car occupants wearing seat belts rose from 9 to 28 per cent on Motorways, from 7-20 per cent on 'A' class roads, from 5-8 per cent on town roads, from 2-8 per cent in Central London and from 3-5 per cent in East London during the period covered. The proportion of cars fitted with seat belts at the front rose from 15 per cent in 1964 to about 70 per cent in 1969. (Author)
