The report concerns the proposal for reconstruction of 26 plus or minus miles of Forest Highway Route 12, New Mexico State Route 126, from Fenton Lake to the abandoned community of Senorito, approximately 5 miles southeast of Cuba. Environmental impacts include stream pollution which will increase during construction but will be reduced when the road is paved and adequate drainage structures are installed. A major elk migration route or winter range must be crossed. The existing road now crosses this migration route. Reconstruction will aid forest management and make recreation facilities more accessible to the user.
