This report describes the District 1 deepwater SIM II modeling validation conducted for the U.S. Coast Guard. SIM II's ability to predict sensor performance and to simulate command tactical decision making has been validated by several U.S. Navy studies. The purpose of this validation was to determine how accurately the Coast Guard scenarios and tactics modeled in previous SIM II studies reflected the operational environment that confronts Coast Guard platforms coducting day-to-day operations. This validation effort focused on the SIM II inputs that are unique to Coast Guard modeling. These inputs included individual platform tactics, interaction between platforms, a commercial vice warship target set, and the increased role surface and atmospheric meteorological conditions play in the ability to effectively accomplish assigned missions. The Coast Guard sponsored validation process allowed observers on board aircraft and patrol craft to collect operational and environmental data.
