The overall objective of the audit was to evaluate the administration and management of the CAP program, as directed by the Conference Report on the National Defense Authorization Act for FY 2000. This report is the first of two reports on the administration and management of the CAP program. This report covers aircraft and vehicle requirements, management authority, property accountability, and reimbursables.
