The relationship among uncertainty, excess capacity and quality of service in the truck transport industry is studied through the use of queueing theory. The shipper's demand for trucking is characterized and the competitive equilibrium price, capacity and output is obtained. The impact of regulation is studied and it is shown that regulation which compresses rates across time, distance and market densities causes an uneven distribution of service quality.
