This circular provides the national guidelines for the assessment of a seafarer's practical proficiency through demonstrations of skills of an applicant for a Standards of Trainings, Certification and Watchkeeping for Seafarers, 1978, as amended (STCW) certificate as an Officer in Charge of a Navigational Watch on Ships of 500 Gross Tonnage or More as Measured Under the International tonnage convention (ITC). These guidelines are for use in training programs approved or accepted by the U. S. Coast Guard as meeting reference (a) and by designated examiners (Des) when carrying out their assessment activities.
