On September 19, 1961, the Committee on Government Operations had before it for consideration a report entitled 'New Civil Defense Program'. Upon motion made and seconded, the report was approved and adopted as the report of the full committee. The chairman was directed to transmit a copy to the Speaker of the House. The course of civil defense in the United States has taken a dramatic new turn within the past few months. Since May 1961 these events have occurred: (1) The President personally has addressed the Congress and the American people, on the vital importance of civil defense as national insulance. (2) The Department of Defense has been made responsible for carrying out major civil defense functions, including shelter protection, vested in the President by law and policy. (3) The Office of Civil and Defense Mobilization is being constituted as the Office of Emergency Planning to assist an a vise the President in exercising is civil defense and mobilization planning responsibilities. (4) The Congress, responding to the President's call for a stepped-up civil defense program, has appropriated funds for shelter and other civil defense purposes four times as great as those appropriated in fiscal year 1960.
