A model is presented to solve a specific problem. The problem is to choose U.S. merchant vessels to carry an emergency cargo in a number of U.S. ports. The model determines the operating pattern of the ships to be used from the time of the emergency declaration until the delivery of the cargo, where each ship goes to pick up cargo, and how much cargo it picks up. The model consists of two programs, the first an alternative choosing method for each ship and emergency cargo port and the second a transportation algorithm. The thesis includes a detailed description of the necessary data inputs for correct operation of the problem-solving method. (Author)
