The National Highway Traffic Safety Administration (NHTSA) encourages states and organizations involved in traffic safety programs to include a public information and education (PI&E) component in all highway safety enforcement activities. The component is most important for law enforcement agencies whose administrators wish to reap every possible benefit from their departmental activity. The guide primarily discusses successful media relations, effective traffic-related public information strategies, and implementation and maintenance of a public affairs unit/function. Other types of law enforcement public information programs (Neighborhood Watch, rape prevention, etc.) may be briefly noted but not thoroughly discussed. The strategies and programs discussed in the manual can easily be modified to fill any law enforcement agency's particular public information needs.
