A new traffic safety phenomenon, commonly known as aggressive driving, has emerged as an 'issue of the 90's' and is a major concern for the motoring public and law enforcement. For purposes of this document, the following definition of aggressive driving will be used: 'The operation of a motor vehicle in a manner which endangers or is likely to endanger persons or property.' Roadway congestion is considered one factor which tends to exacerbate aggressive driving behavior. This congestion also places an increased burden on law enforcement officers attempting to enforce traffic laws. A number of law enforcement agencies across the country have launched a variety of operations to target enforcement of the traffic laws commonly associated with aggressive driving, such as speeding, following too closely, unsafe lane changes, and failure to obey traffic control devices. In conjunction with the enforcement, they are conducted media campaigns to increase awareness and educate the motoring public about aggressive driving and basic traffic law.
