Policy options for distributing air traffic between Berlin airports are studied. Such traffic distribution might be necessary as sufficient capacity will not be available in the foreseeable future to handle the growing air transport demand by a single Berlin airport. The study proceeds from a set of basic assumptions including the objectives in transport and environmental politics of the relevant political bodies, the air transport forecast for Berlin, and the development of airport capacities. Seven policy options are discussed and analyzed with a view to their application in the case of Berlin. The final policy advice calls for a market segmentation ruling with a continued application of IATA scheduling prodedures.
