The purpose of the report is to describe the results of the analyses which have been made and to show how the procedures developed may be used to estimate urban highway needs when detailed planning data are not available. Although these procedures may not provide acceptable estimates of highway needs in every urbanized area, they will provide a reasonable estimate of total urban highway needs on a statewide basis.
