The paper presents the main points that must be observed by mariners when navigating in the territorial waters of the Union of Soviet Socialist Republics, and when entering or leaving its sea ports and inland waters. The main points discussed are as follows: regulations for the defense of state boundaries, limitations in the choice of free sea routes, fortification zones and instructions for navigation in them, areas closed to navigation, warning signals concerning the presence of submarines, the use of radio installations by foreign vessels in territorial and inland waters, including ports, customs controls, signals, such as distress, warning, passage in channels, storm signals, tide and water level signals, pilotage, icebreaker service, etc.
