Airports have problems being accepted by neighboring communities because of their noise and other environmental effects, but this acceptance is vital to the growth of aviation. The Federal Aviation Administration could help rectify this problem by requiring environmental findings for an airport's planned development. This would facilitate community acceptance and reduce the cost and time spent complying later with the National Environmental Policy Act.
