Transportation safety is the result of a complex process in the transportation system. Man as an element in the transportation system has the greatest number of degrees of freedom. In order to be able to predict the effects of countermeasures, the 'sub-processes' must be distinguished within the process as a whole. Countermeasures can have an opposing effect on the isolated sub-processes.
