Investment in foreign aerospace vehicle research and technological development efforts are reviewed. Supporters of the National Aero-Space Plane Program in the Congress are concerned about foreign competition to the program and its impact on U.S. technological leadership. The following subject areas are covered: European space policies and aerospace goals and objectives; European aerospace vehicle programs; development of enabling technologies; U.S and European investment in aerospace vehicle research and technological development efforts; European aerospace test facilities and their capabilities; and international cooperation.
