The project is on a portion of I-70N, located in the western portion of Baltimore city, extending from the western city boundary to the junction with I-170 in the vicinity of the Penn Central Railroad and Baltimore Street viaducts. In addition to serving as necessary components of the Interstate System, the subject section of I-70N and I-170 will relieve the congestion on city streets in the U.S. 40 corridor and will accommodate continued development of the port and industrial area. There would appear to be no single catastrophic natural losses due to the highway. The open space loss, the elm losses, the vegetative changes due to salt, and major changes in stream flow are of greatest import.
